EU Directive 2003/59 requires all new drivers to acquire the Driver Certificate of Professional Competence (Driver CPC) for the vocational driving of category D and D1 (PCV) from the 10th September 2008 and category C and C1 (LGV) from the 10th September 2009.


Holders of vocational licenses prior to 10th September 2008/9 will be granted Grandfather Rights and will not have to acquire the Driver CPC. They will, however, have to undertake 35 hours of Periodic Training, to be completed within a 5 year period from 10th September 2008/9 as will all new drivers in order to renew their Driver CPC.

  • The Driver CPC will impact on almost 1,000,000 professional drivers.
  • 3,000,000 Periodic Training hours will be required annually for LGV drivers alone.
  • RTITB estimates that more than 1,000 new trainers will be required in addition to those training for licence acquisition.
